Pick the district, enter your project's emission increase for each pollutant and, if you know it, the facility's potential to emit after the project. For each pollutant you get the district's own offset rule — the threshold, the ratio or ratios, and what has to be offset, quoted with the rule section — and, once you choose the ratio that applies to you, the credits that means and what they cost at the prices recorded in the district. The district decides what your permit needs: whether a pollutant needs offsets at all can depend on the area's attainment status, and many ratios depend on distance or the size of the source. Use this to size the problem and talk to the district's permit engineer, not as a determination.
