An Emission Reduction Credit is usable only in the air district that banked it (or, with the district board's approval, elsewhere in the same air basin), so there is no single California market — there are thirty-five. The shading shows where banked credits exist on the public record; it says nothing about what a holder would accept, and a district with thousands of banked tons and no sellers can be tighter than one with a few hundred and willing ones. Districts hatched on the tonnage views publish certificate lists without itemised volumes; today every published register is itemised, so none is hatched.
