Transferring ERCs in Santa Barbara County APCD

1. Buyer and seller negotiate privately; the District is not involved in negotiations (source)
2. Seller signs a written transfer instrument stating the amount and type of ERCs transferred (Rule 806.I.1) (source)
3. Seller completes and signs Form APCD-05T, one per certificate, including the emission elements transferred and price per ton (source)
4. Within 30 days of signing, file the instrument, Form 05T, a copy of the current certificate and the $745 Schedule F item 1 filing fee (FY 2026-27), and clear any delinquent District fees (source)
5. Transfer becomes complete on filing; District issues a new certificate to the buyer, cancels or modifies the seller's certificate, and records both in the Source Register (Rule 806.I.4) (source)

Restrictions the district states: Rule 806.I.1: transfer must be in writing, signed by the transferor, and filed with the District "within 30 days of signing".
