Transferring ERCs in Tehama County APCD

The district's own procedure, step by step, from its rules and forms (checked 2026-10-04). Every deal room on the Exchange follows these steps.

  1. Registered owner completes the District's Application for Emission Reduction Credit Banking, checking "ERC Transfer of Ownership", giving the new owner's name and mailing address (Line 1) and the existing ERC certificate number(s) (Line 5) (source)
  2. An officer of the applicant signs the application in ink (Instructions J-K) (source)
  3. Submit by mail or in person to Tehama County APCD, 1834 Walnut Street (P.O. Box 1169), Red Bluff, CA 96080, with the fee payable to Tehama County APCD ($40 transfer fee under Rule 2:11B; the form says $46) (source)
  4. Registered owner reports the offset cost in $/ton if the ERCs go to a stationary source for use as offsets (Rule 2:3B Sec. 9.6) (source)
  5. APCO approves the transfer; a new ERC certificate is issued, the original is canceled, and the cancellation is recorded in the banking register (Rule 2:3B Secs. 9.2-9.3) (source)
  6. New certificate is picked up in person or sent by registered mail; recipient signs a receipt (Rule 2:3B Sec. 7.7) (source)

Restrictions the district states: Rule 2:3B Sec. 9.3: lease or temporary transfer is allowed, "However, no transfers shall be made until application is made to the District and approval given by the APCO." (source) · Rule 2:3B Sec. 2.1: "To ensure that all emission reductions are transferred through the District's emission reduction credit bank"; Sec. 2.3 provides for "intra-basin transfer". (source) · Rule 2:3B Sec. 8.2: ERCs restricted at issuance to the applicant's own use at the same site (not subject to the 5% adjustment) need the restriction removed, at the owner's cost, before an unrestricted certificate is reissued. (Sec. 8.1: 5% is taken at issuance, not at transfer.) How ERCs work in Tehama County APCD

Emission Reduction Credits are banked, district-certified reductions in NOx, ROG/VOC, PM10, SOx, or CO. Businesses building or expanding in the district may be required under New Source Review to purchase ERCs to offset new emissions before an air permit issues. Credits are generally usable only within Tehama County APCD (or its air basin with district board approval — Health & Safety Code §40709.6), which is why local scarcity sets the price. The district verifies reductions and records every transfer.
