A permit can't issue until the offsets are found, and most holders of banked credits don't advertise them. This board turns that around: buyers post the district, pollutant, amount and date they need, and anyone holding matching credits can answer. Every want is checked by the Exchange before it appears; buyers' names and contact details are never shown, and every reply goes through the Exchange. Offers on the Exchange are non-binding: nothing is agreed until both sides sign a purchase agreement and the district records the transfer.
