Banked ERC certificates of record — 4 across 4 holders

From the district's register (ERC Banking Register, Active Registry (last revised Jan 5, 2016; printed Nov 22, 2022). Covers Del Norte, Humboldt & Trinity counties. Amounts are annual totals summed from the register's four quarters, in tons.). Register edition retrieved 2026-08-31 (received under a public-records request; the district does not post it online); every certificate is mirrored, with its own page. These are banked credits — the registry shows what exists, not what the holder has committed to sell. Open the interactive registry to search, view pollutant breakdowns, and send an inquiry.

The district's own procedure, step by step, from its rules and forms (checked 2026-10-04). Every deal room on the Exchange follows these steps.

  1. Registered owner completes Form 1398, checking "Change of Title" and giving the existing ERC certificate number and amounts (source)
  2. Attach the sales contract agreement signed by both parties and the applicant's Non Negotiable Copy of the ERC; applicant signs under penalty of perjury (source)
  3. Report the offset cost in $/ton per pollutant if the ERCs go to a stationary source for use as offsets (Rule 106 Sec. F.6) (source)
  4. Send to North Coast Unified AQMD, 707 L Street, Eureka, CA 95501 (source)
  5. APCO approves the transfer; District bills one X-Factor ($217 per the District) per hour of staff time, minimum one X (Rule 409 Sec. E) (source)
  6. On payment of the transfer fee, a new certificate is issued, the original is canceled, and the cancellation is recorded in the banking register; certificate delivered in person or by registered mail against a signed receipt (Rule 106 Secs. F.2, D.6) (source)

Restrictions the district states: Rule 106 Sec. F.3: lease or temporary transfer allowed "provided the District has procedures for adjusting the ERC at the end of the lease period"; "no transfers shall be made until application is made to the District and approval given by the APCO." Sec. C.32: transfer is "The conveyance of an ERC certificate from one entity to another by the District." (source) · Rule 106 Sec. A.1: "To ensure that all emission reductions are transferred through the District's emission reduction credit bank". Sec. Where the district’s own documents disagree: Form 1398 says ERC processing fee is per Regulation IV Rule 404, but Rule 404 is Hearing Board Fees; ERC fees are in Rule 409 sec. E (Rule 409 sec. D also covers ERC evaluations at one X/hour).

How ERCs work in North Coast Unified AQMD

Emission Reduction Credits are banked, district-certified reductions in NOx, ROG/VOC, PM10, SOx, or CO. Businesses building or expanding in the district may be required under New Source Review to purchase ERCs to offset new emissions before an air permit issues. Credits are generally usable only within North Coast Unified AQMD (or its air basin with district board approval — Health & Safety Code §40709.6), which is why local scarcity sets the price. The district verifies reductions and records every transfer.
