NOx is the most demanded offset pollutant in California — it drives ozone formation, and New Source Review permits in ozone nonattainment areas (San Joaquin Valley and South Coast are classified Extreme; Sacramento Metro is Serious) carry binding NOx offset requirements at ratios up to 1.5-to-1.
